With the development of economy and accelerating of urbanization, the scale of thereconstruction of old city and expansion of new districts has been enlarged accordingly. Landacquisition and house demolition have almost spread every nook and corner of the country.“Land to the tiller and home ownership” is an old tradition for Chinese, so land and house areregarded as the place to settle down from ancient times. They have close relationship with thevital interests of ordinary people. Matters related to this would always disturb the peace ofpeople’s life. The government and the administrative staff become the support for commonpeople to live and work in peace and contentment in a setting emphasizing governing for thepeople and advocating service-oriented government. When facing with different conflicts anddisputes, common people tend to rely on the impartial judgment of the government.Yet, in land acquisition and house demolition, the attitude of government and administrativestaff is far from satisfactory. Conflicts and disputes related to the interests caused by theinappropriate behavior of the government and administrative staff’s. Tragedies occurred in housedemolition, such as the strongest nail household case in the history of Chongqing, theself-immolation incident in Tian’anmen Square, Jiahe County incident of Hunan Province, etc.,touch the tender spot of common people. The government and the administrative staff, as therepresentative and executive of the public interests, ride the wave of discontent. Problems ofadministrative ethics such as power rent-seeking, lack of sense of responsibility, imbalancebetween rights and obligations, and manifest inequality lead to fierce confrontation between therelocation households and the government, thus making the simple problems of economicalinterests into incidents of compulsive demolition, violence demolition, and even incidents ofcasualty. So, it has a vital and positive effect on future land acquisition and house demolition aswell as the construction of administrative ethics to analyze different incidents in housedemolition combining the problems of administrative ethics existing among the government andadministrative staff, to make further study to the reasons of administrative ethics loss in housedemolition, and to put forward remedy for them.Chapter1describes the concept and features of administrative ethics, synthesizing opinionsof different scholars and defining the concept and features of administrative ethics. Chapter2expounds the principles of administrative ethics that should be followed in house acquisition anddemolition, thus providing an administrative basis for government and administrative staff froma perspective of ethics. Chapter3discusses the major problems of administrative ethics in housedemolition, i.e. trying to find the existing problems of administrative ethics aiming at the presentconflicts and disputes in house demolition. Chapter4analyzes the reasons for the problems of administrative ethics in house demolition, i..e. analyzing the reasons for the problems ofadministrative ethics arising in house demolition.. Chapter5tries to find the ways to solve theproblems of administrative ethics arising in house demolition. After concluding and analyzingthe problems of administrative ethics in house demolition and their reasons, the author tries toput forward some feasible ways to solve them.
