Since the 1980s last century, villagers’self-government movement has magnificently carried out in countryside of China, villagers’self-government provides a new development pathway for countryside grass-roots democracy development and a new environment for grass-roots women’s political participation. Along with the development of market economy, the situation has evolved gradually from traditional "men tilling the land while women weaving at home" to modern "women tilling while men working, feminized agriculture", rural women have played a more and more important role on the development of countryside and agriculture. Therefore, supporting women’s participation in governance of village affairs is not only the needs of country grass-roots democracy development, but also inevitable choice for the construction of new countryside currently.At present, our country is very supportive of grass-roots women’s political participation, and governments from the central to local have enacted many laws and regulations and policy documents to protect the grass-roots women’s participation in governance of village affairs. Seizing especially the opportunity of "Development of Chinese Women" first enacted in 1995 and "Village Committee Organization Law" adopted in 1998, grass-roots governments are beginning to explore how to implement rural women’s rights of participating in governance of village affairs from the system in practice, and to realize villagers’ self-government awareness of social gender mainstreaming. But in practice, we still find that the proportion of rural women’s participation in village governance is still not high, and that rural women are in grass-roots political marginalized situation. How to break through and change this situation? From two aspects of country and society, this thesis try to discuss policy evolution which supports women’s participation in village governance, so as to find policy support mode of women’s political participation process from another perspective, and to provide reference value for later system formulation.Besides of foreword, this thesis mainly divides into five parts:The first part uses public policy content analysis method to comb laws and regulations and policy documents of national and provincial governments from 1985 to 2009 which support women to join the village committee.The second part discusses how top down government level system supplies protect rural women’s participation in village governance. Based on the analysis of the supplied system, the conclusion is the imbalance of government system supplies.The third part discusses how bottom up society level system innovation protects rural women’s participation in village governance. This part focuses on analysis of the role the Women’s Federation and other grass-roots women’s organizations play in promoting rural women’s participation during village governance process.The forth part discusses, under promotion of social organizations, how system responds, shapes consensus policy form, and shapes policy community.The fifth part focuses on analysis of interaction between country and society during process of supporting rural women’s participation in village governance, under promotion of national ideology and social gender concept, social organizations’positive action and change.The potential innovative ideas in this thesis:(1)the aspect of research content, try to explore system evolution path from the vertical level; (2)the aspect of research methods, comb system through public policy content analysis method; (3)design framework, system supplies—system innovation—system response—interaction between country and society.
