The lack of the rules of evidence in administrative punishment is theessential reason for the confusing application of the rules of evidence inpractice of enforcement of law. Such kinds of problems in practice ofenforcement of law, which date back to legislative defects, are extremelysevere, and go against the socialist concept of rules of law. In order tostandardize the application of the rules of evidence in administrativepunishment and achieve the unification of enforcement of law, our nationshould quicken the promotion of construction of rules of evidence inadministrative punishment. This is of necessity for perfecting national legalsystem and rules of procedure in administrative punishment. But theconstruction of rules of evidence in administrative punishment is complexand difficult. It needs us to combine this construction with the practice ofenforcement of law under the principles of administrative law andmeanwhile make this construction possible to accommodate to complicatedcase of administrative punishment. As a result, we must take legal value inenforcement of administrative law as leading idea and design a series ofingenious rules of evidence.
