The unique geographical position of Southeast Asia area determines its importantstrategic position in the Asia-Pacific region, also decides the area long becontrolled by different super powers. After the cold war, China, Japan and Indiahas gradually become the competitior of the United States of America in this region.The importance of soft power is ighlighted by more and more countries recently.As an important way to improve soft power, cultural diplomacy, is also got moreand more attention.The United States is good to take cultural diplomacy policies, especially thecultural and education, English culture and the universal value, has an importantinfluenc by people in Southeast Asian. Japan in Southeast Asia also takes a strongcultural diplomacy with Southeast Asia, especilly in the social and culturalexchanges and cooperations, which focus on the promotion among people, especiallythe young and the intellectual in mutual and culture understanding. Althoughbeing an South Asian country, a developing country as well as China, India alsomakes efforts to develop its influence in Southeast Asia, in the movies and otheraspects of knowledge as its development provides a good platform for culturaldiplomacy.China is a major regional power, and Southeast Asian countries have a closerelationship with China. However, compared with Japan and America, China’scultural diplomacy to Southeast Asian is relatively single, and the influenceis also obvious shortage. This paper attempts to explore the following threeproblems: one is the differents of the cultural diplomacy of the China, the US,India and Japan. Two is China and the United States, Japan and India in thecultural aspects of the advantages and disadvantages of foreign policy. Threeis what kind of cultural diplomacy policy China should adopt on to deal with theUnited States, Japan and India from in the area of soft strength challenge.
