After the“9.11”, America realizes that terrorism has already become a major threat tothe country’s national security and interests. Most of the terrorists who launchesthe“9.11”attack come from the Middle East and in the eyes of America, the Middle EastIslamic region is the “seedbed” for terrorism in the world. After a gestation period, Americatakes out the “Great Middle East Initiative”, which aims at eradicating the terrorism andmaintaining America’s hegemony in Middle East through the way of “democratize the Islamicworld”.However,this policy has encountered frustrations, which is caused by the followingreasons:firstly, the region of Middle East is broad, and the religion, politics, economy, andgovernance of those Islamic countries are not only particular but also complicated, and thereexists intense anti-American sentiment or even anti-Americanism as well.Secondly, in the perspective of the United States itself, the theoretical basis of the"Greater Middle East Initiative", such as the theory of the end of history and the democraticpeace theory, which aroused widespread dispute and cannot bear closer analysis.The bias ofthe theory will inevitably bring about errors in the action.In addition, the United States not only underestimates the complexity of the world, butalso overestimates their own strength, therefore failed to match the ambitions;Taking otherfactors into consideration,the U.S. action is also under the restrictions of the European Union,Russia, China and many other great power.The frustration of "Greater Middle East Initiative" also has an in-depth factor, namelythe "clash of civilizations."Huntington has discovered the existence of clash of civilizationsand the regional distribution. There exist great differences or even incompatibility betweenthe two kinds of civilization which treat their respective religion as essence, thus thecivilization conflict happens more frequently than conversation between the US and theIslamic world.All the above factors indicate that the frustration of "Greater Middle East Initiative" hasits own objective necessity.
