Research On Rural Public Goods Supply

With the guidance of strengthening agriculture and benefiting farmers, variouskinds of resources continuously have been assembled in rural areas, rural economyand society has got unprecedented and rapid development since CPC proposedStrategy of Planning Development of City and Countryside. However, due to theinfluence of historical reasons and urban-rural dual system etc., public utilitiesdevelopment in rural areas of China is extremely backward and the efficient supply ofrural public products has become the most serious problem of current agriculturaldevelopment in rural areas.By analyses of documentary, social surveys and process-event, this paper studiessystematically on public supply problems from village perspective, the most basic unit.Firstly, it analyzes the current supply and demand situation of agricultural productsand defines its supply and demand features. From demand, model of in China is singleand inefficient; from demand, farmers’ demand on productive goods tends to beamplified gradually, demand of social and living public products are increasing; fromsupply and demand, the supply volume cannot meet the demand and the supply anddemand structure is unbalanced. Governments’ preferential public products aresufficient, while farms’ are insufficient. Secondly, by choosing process-eventapproach to analyze supplying procedure of public products in NiuLin villages, wefind that supply decision-making system that deviates from demand, the top-downfinancing mode of agricultural public product, obstructed channels to express farmers’demands, inefficient democratic management and decision-making are main reasonsthat cause unbalanced supply and demand chain of agricultural products. Thirdly,based on defining characteristics of supply and demand and analyzing reasons ofunbalanced supply and demand chain, it suggests constructing demand dominatedagricultural public product supply system. To sum up, this paper describes the statusand features of agricultural public products, substantially analyzes reasons ofunbalanced agricultural public products with evidences and then proposes suggestionsof constructing demand dominated agricultural public product supply sustem.
