After the end of the Cold War and in the new century, the United States’ attentionto Latin America continued to decline. Trapped in multiple political, economic andsocial challenges, Latin American countries’ disappointment and resentment towardthe United States continued to grow. During the period, radical left-wing politics inLatin America gradually took shape and developed fast.After coming into power in Venezuela, Bolivia and Ecuador, the radical left-wingpolitical forces advocated "radical changes" at home and overhauled the countries’foreign policy, the policy toward the United States in particular, so as to serve theneed for safeguarding sovereignty and national interests, consolidating the rulingstatus and satisfying people’s sentiments. The left-wing leaders such as Hugo Chávez,Evo Morales and Rafael Correa took a hard-line on the United States and challengedits traditional interests and authority in their respective countries and the LatinAmerica. At the same time, the neo-conservative and unilateralist BushAdministration took a hostile attitude towards the radical left-wing administrations,with an attempt to meddle in the political developments in these countries anddisintegrate their camp. The relations between the two sides remained tense. With thespreading global financial crisis and the installation of the Obama Administration,their relations showed certain rapprochement.In the overall evolving process, relations between the United States and LatinAmerica’s radical left-wing administrations have shown notable phase-specificfeatures, influenced by US foreign policy adjustments, the development of the radicalleft-wing administrations in Latin America as well as political leaders’ personality. Inthe future, the relations between the two sides will face severe tests as a result of theirfundamental contradictions and potential structural instability within the radicalleft-wing administrations.
