Research On The Multi-subjects Of Government Achievement Evaluation Based On The Stakeholder

In the process of Government Achievement Evaluation, In order to avoid related deficienciesbrought from single subject, constructing the multi-structure of the subjects of government achievement evaluation is inevitable for government reform and development. The foundation ofconstructing the subjects of government achievement evaluation lies in the establishment ofgovernment stakeholders. At the moment,the concept of stakeholders has been widely used in PublicAdministration.If we make scientific analysis on the stakeholders of government achievementevaluation and choose “the most effective subject” by scientific method.We could, to a large degree,avoid a series of subjective deficiencies brought from government self-achievement.Thus it canimprove the sicentificity and efficiency of government achievement evaluation.This thesis from the theory of stakeholders, citizen involvement and social equity, useliteratureresearch methods, comparative analysis, summarized the law to Elaborate and Analysis themulti-structure of government achievement evaluation subjects. Combining the criteria of “the mosteffective subject”, this thesis uses the gray and fuzzy comprehensive evaluation method, use the formof the questionnaire to analyse the data for sorting the gray correlation. The study has shown that themulti-structure of government achievement evaluation subjects not only include the governmentitself,higher authorities and the functions of government departments,but also include political parties,authorities, citizens,the mass media,enterprise,professional evaluation organizations,non-profitorganizations and other external subject.Non-profit organizations have obvious advantages instakeholders, independent, professional and authoritative that can become“the most effective subject”of government achievement evaluation.We should also recognize the advantages and disadvantagesthat there is lack of resources, lack of capacity,development unbalanced.Fully grasp the advantagesand disadvantages of the non-profit organization is the premise to play the active role of the non-profitorganization.This thesis consider that building the multi-structure of the subjects need to follow fourprinciples：the overall unity, focuse the emphasis，match reasonablly，open continue. In the evaluationprocess we should pay attention to the functional division and weight distribution of themulti-subjects. Also realize that the Non-Profit Organisations have temporary, limited, and thecharacteristics of the dependency.We could try hard to upgrade its organization, and autonomy andprofessional to play a leading role.
