As the representative of public affairs and executive ofPublic Power，The government has the responsibility and obligation to respond to emerging crises invarious areas of the event.improving crisis management in the public execution of the government isadvantageous to the level of public crisis management. It provides good condition and assurance forthe development of the society. The ability of public crisis management is a key to prevent theoccurrence and reduce the loss of public crisis.so it is an important project for the government toimprove its ability of public crisis management.Governmental executive ability on dealing with unexpected public emergencies(GEADUPE),Unlike those papers and works on study government’s executive ability in normal state, this paperuseing some research methods as literature analysis,comparative analysis,sample reasearch and otherbasic method, and defining the concept of GEADUPE,which refers to governmental capability andpower while dealing with all kinds of public emergencies. GEADUPE in abnormal state emphasizesmore on velocity、power、utility. This paper makes an example of governments at all levels whohandled Wenchuan earthquake and the3.11earthquake in Japan. making an empirical analysis onGEADUPE.analyseing and compareing these countries in crisis management of the executive power.Through these analysis of two earthquake disaster relief, reaction showed the improvement ofGEADUPE, meanwhile it points out the “short plank” of GEADUPE. Through the phenomena ofnature, In order to enhancing GEADUPE, we must take basic causes for low executive ability intoconsideration, especially factors such as emergency system construction,Executive Subject, the legalsystem of crisis management, emergency plan and emergency resources.this paper expanding the research category and attempting by the analysis of the problem,identify the causes and countermeasures Improveing GEADUPE is effective for the government todefuse the crisis,minimizeing the harm of the crisis, improveing the Party’s governing ability,applying the Scientific Concept of development，maintaining the stability of the sociality andPromoteing the building of a harmonious societyhas a significant and far-reaching significance.
