Urbanization is a product of social development. Since the Reform andOpening-up policy initiated, China’s urbanization has significantly accelerated, and theurbanization rate has significantly improved. In2011, the urbanization rate of ourcountry reached to51.27%, and overtakes half of the total population for the first time.Government, as the key and the leading force in promoting the development ofurbanization, is the provider of policy and the maintainer of the right environment forthe effective implementation of the policy. Changes in public demand, deterioration ofecological environment and the alters of people’s mode of production, lifestyles, waysof thinking requires the government to change the traditional management model, whichmainly including the range of government functions, the way to performance theirduties and the policy system.Over the years, Government regulation plays an important part in China’surbanization,which was impelled in the context of urban-rural dual structure. Marketregulation and government guidance, which are important means of promotion in thedevelopment of urbanization, effect the process of urbanization deeply. The marketfailure requires the government must take the responsibility for safeguarding the publicinterest, and maintain the balance between ecological protection and comprehensivehuman development in the process of urbanization. Therefore, the government shouldbe a good service provider. Furthermore, starting from the point of view to meet theneeds of the public, the government must change the functions, solve the problems suchas scientific management and guidance, the supplying of public services, the socialmanagement innovation and so on.Nanchong,which located in the northeast of Sichuan Province and north ofChengdu-Chongqing Economic Zone, is a typical area dominated by agriculture.Thelevel of economic development in Nanchong is equivalent to the medium level ofSichuan Province As one of the underdeveloped city in the western regions, Nanchongcan not simply imitate the urbanization development model of these mega-cities.Seizing opportunities and taking advantage of the opportunity is the key point forNanchong to guide the coordinated development of urban and rural areas, developmentof economic and social, harmonious development of humanity and natural, theharmonious development between humans. This paper, on the basis of summing up the urbanization status quo of Nanchong,used the method of literature analysis and empirical research, analyzed the problems inthe process of government’s carrying out their functions. And then, we put forward thatgovernment should be based on the philosophy of science, change from the previousdirect intervention in the micro-economic approach in advancing the process ofurbanization. Furthermore, the government should strengthen its public servicefunctions and ecological responsibility to meet the people’s growing material andcultural needs. This research aims to provide a reference and experience for thedevelopment of these small and medium-sized cities in the underdeveloped areas.
