This article starts from analysis of the basic concept about financial transferpayment, giving some introductions on its classification and its institutional function, soas to confine the proposed financial transfer payment in my discussion within thegovernments to be subordinate to each other, but no governments at the same level, so Iwill ignore the latter in my paper. As a result of its beneficial function, financial transferpayment is generally adopted by many countries as a fiscal measure, so this paperchooses several typical nations, giving a brief introduction on their financial transferpayment systems, making an attempt to summarize their available parts for reference.And then coming back to China’s reality, I give an overview of its origin and evolutionof China’s financial transfer payment,, especially describes the existing problems. Allthese preparations are trying to look for real necessity for the theme of the article,drawing the theory lied behind the phenomenon. Then I will form the theory of thispaper on financial transparency from the stand of the Constitution, including democracy,decentralization and the security of people’s livelihood. In the direction of the theory,this paper further analyzes power and right and their mutual rivalry during the processof financial transfer payment game situation, discussing how to achieve the balance ofpower and right, that is, analyzing the boundary of each factor, every possible measureshould conform to the principles of public interest and democratic autonomy, so thatboth of their requirements can be fulfilled at the most effective manner,. and thenconstruct different modes about the financial transfer payment system according todifferent classification.
