360-Degree Performance Appraisal Method In The Construction Of Economical Government Research

With the rapid development of our national economy, the demand of society for resources is increasing, and resource shortage and waste coexist, which has seriously affected the sustainable development of social economy. Therefore, China proposed the goal of building a resource-saving and environment-friendly society. Government is the main body of social management, with a variety of waste of resources in the public management process, which surely leads to high administrative cost. Therefore, building a conservation-oriented government is the key to the conservation-oriented society, and it is also the focus for carrying out administrative system reform and building efficient, clean and service-oriented government. At present, the performance evaluation for the economical government construction is still in the initial stage of exploration in China. Overall, performance evaluation is not taken seriously with countable methods; the indicators for assessment is not targeted clearly; the short-term rigid target far outweighs the long-term development, and the level of democratic participation is low. All of the above questions have seriously affected the construction of economical government. Therefore, the impending problem is how to enhance the performance appraisal of the economical government construction.As an all-around method,360-degree performance appraisal has worked successfully and efficiently in the business performance administration. According to the characteristic of Chinese government construction, this thesis tries to apply the360-degree performance appraisal to the economical government construction to overcome the existing disadvantages, improve the efficiency of the performance assessment in economical government construction, and strengthen the construction of economical government. First of all, the thesis generally explains the meaning of the360-degree performance appraisal and economical government. Then it analyzes the correspondence of360-degree performance appraisal and economical government, and highlight the procedure of factor analysis method for performance appraisal indicator system design and weight analysis, which builds the model of economical government performance appraisal and provides essential basis for performance appraisal quantitative analysis. Finally, it summarizes the existing problem of applying the360-degree performance appraisal in the economical government construction, and propose some suggestion and strategies to solve the problem.The most shining point is that the thesis is based on the fact of Chinese government construction with360-degree performance appraisal applied to the economical government construction; the application of360-degree performance appraisal method adds another outside body for appraisal and the assessed-oriented mode makes the assessment objective and fair; the factor analysis method is overall used for administrative cost key indicator system design and weight analysis, which builds the model of performance appraisal.
