By the year2010, the urbanization rate of Chongqing reached53.02%, whichalready began to enter into the later of the urbanization development. Therefore, on theone hand, lead to the urban construction land index shortage; On the other hand a lot offarmers moved to urban areas, the rural have appeared the phenomenon that homesteadgenerally overweight and waste. Based on the background, the author has used variousresearch methods such as the abstract thinking method, the literature analysis method,deduce analyzed and summarized analysis. Reviewing and combing the research resultsof the circulation of rural homestead home and abroad. Lay emphasis on thecomparative study on land circulation mechanism between Chongqing and Chengdu.Systematic analyses the factors of the confirmation of rural homestead right, design theconfirmation of countryside homestead right mechanism, enlarge the role of ruralhomestead permissions. Make a scientific definition on rural homestead priceconnotation after analyzing the current situation of rural homestead in Chongqing.Design the circulation of rural homestead price mechanism scientifically based onsystematic analysis and study on rural homestead price’s natural factors、 economicand social factors and homestead own specific factors. Clear the rural homesteadcirculation premise、principles and general ideas. Design the circulation of ruralhomestead mechanism from four aspects, policy mechanism、subject and objectmechanism、 way mechanism and interest distribution mechanism. Give the farmerswho work in the city homestead replacement "housing voucher", and proposesuggestions on the replacement standards and use way. Analyses the necessity ofenlarge rural financial security, given the homestead in the countryside and residentialproperty function. To design the mechanism and arrange the system from followingaspects, rural residence certificate mortgage process, subject and object mechanism,homestead price evaluation mechanism, mortgage each party behavior mechanism, riskcontrol mechanism. Research shows that, give rural residence right certificate, changedour country present phenomenon that countryside homestead right subject vacancy,accrual ownership is not clear, which is the most effective way protecting farmers’interests at the same time. Base on give rural homestead right certificate, relying on therural land trading center,"ticket" trade as the medium for urban and rural constructionland circulation. The protection of the1.8billion hectares land which meanwhile effectively solve the urban construction land index shortage. On the other hand, realizedthe capitalization of the rural homestead and increased the rural land property income.Through designing the "housing voucher" trading system, solved the migrant workers’affordable housing problem, saved government’s cash and effectively relievegovernment financial pressure. Homestead right certificate mortgage mechanism design,which has broaden the financing channels of farmers, met the farmers demand thatagricultural development investment, which meanwhile provides the new ruralconstruction and the rural economy development financing needs.
