A Study On Policy Evaluation System Of Coordination Of Urban And Rural Household Registration System Reform

The reform of the household registration system is an important measure for Chinato carry out the construction of experimental zones for the comprehensive reform of Thecoordination of rural and urban development. Many provinces in China have beencarrying out the household registration system reform, but those reforms achieved littleeffect. The reason is that the policy evaluation mechanism for the reform of householdregistration system is to be established and improve. Therefore, the establishment of thepolicy evaluation mechanism for the household registration system reform is vital andurgent. This paper introduces the analytic hierarchy process (AHP) to the householdregistration system reform and policy evaluation to make the key policy indicators ofthe household registration system reform quantitative and to determine its value, toprovide important support for a comprehensive understanding of the feasibility andeffectiveness of the reform of household registration system reform.Based on the existing public policy evaluation theory, this paper established amicroscopic theory basis for the coordination of rural and urban household registrationsystem reform from the theory of public goods and the theory of institutional change.The research of the policy evaluation of rural and urban household registration systemreform takes a new method and point of view. First, this paper gave a review of thewestern policy evaluation theory and the research results and trends of the rural andurban household registration system reform both at home and abroad. Then we tookChongqing as an example to analyze the achievement, process, and the existenceproblems of urban and rural household registration system. On the basis of expertadvice, we established a policy evaluation mechanism for the coordination of rural andurban household registration system reform. Through using analytic hierarchy process,we determined the value of the policy evaluation indicators for the rural and urbanhousehold registration system reform. We further analyzed the results of the analytichierarchy process index system based on the field survey data of Chongqing. Finally,this paper proposed some relevant research findings and policy recommendationsthrough the analysis of indicator operating results.The policy evaluation system for the coordination of the urban and rural householdregistration system reform includes three major-level indicators: policy contentevaluation, policy economic effects evaluation, and policy social effects evaluation,13 second-class evaluation indicators, and37third-class evaluation indicators. Bysubstituting survey data into the index system, we found that its operating results are inline with the actual situation of the urban and rural household registration system,therefore, the evaluation system is reasonable and realistic. Through the analysis of theoperating results of policy evaluation system, this paper drew the following conclusions:first, on the whole, the implementation reform of the household registration system inChongqing is favorable, and is constantly deepening on this basis. Second, all levels ofChongqing municipal government attaches great importance to the implementation ofthe household registration system and policy formulation, and designed a maturesupporting system, which make the household registration system reform gained a highpublic satisfaction, but the effectiveness of the actual policy content of the householdregistration system reform is insufficient while the restriction admittance of thehousehold registration is also too high as a whole.Third, in spite of a certain economic effects in the reform of the householdregistration system in Chongqing, particularly in increasing urban and rural incomesand economic efficiency of enterprises, the effects of the household registration systemreform in improving government revenue and in the stimulation of three majorindustries are not as expected. Fourth, the the social effects of household registrationreform in Chongqing achieved greatly, which manifested in migrant workers’ rightsissues, urbanization and agricultural modernization issues. However, the effects on theintegration of urban and rural resource are relatively poor. Based on this, this paper’srecommendations are:①strengthen the construction of the household registrationreform policy to create a favorable policy premise for the smooth progress of thehousehold registration reform;②carry out policy innovation in the householdregistration system reform to improve the economy effects of the household registrationsystem reform policy;③deepening the relevant measures in promoting the reform ofthe household registration system and strengthen the social effects of the reform policiesto create a harmonious social environment.
