Along with rapid economic and social development, it is an important mode of new urbanization in China to develop center town to small city. But existing town administrative system obviously cannot keep up with this development trend. It is increasingly prominent that responsibility, power and property don’t match with each other in some economically developed towns of the provinces and municipalities in the east coastal regions, with the tension between development level and system construction. To alleviate the predicament of system, it becomes an inevitable choice to further speed up management mode innovation of local government, expand its vertical decentralization and promote its organizational reform. Fotang Town of Yiwu, which is located in central Zhejiang, made full use of all favorable conditions to boldly advance the innovation in system and mechanism of resource allocation, power deployment, institution construction and function change, undertook a creative exploration on how to break out existing administrative restraint to develop small city, and provided a useful reference for the innovation of government management system in the development of small city. Based on the analysis for successful experiences of the reform in Fotang Town and its lack of system, it is concluded in this paper that, in order to advance center town to be changed into small city in the government management level, it is necessary to not only combine with the transformation of government functions, institutional reform, administrative level change, the adjustment of administrative division and a series of system changes, but reconstruct entire local governance mode.
