As the backbone of the work team as well as the impeller, supporter and executor inthe reform and development of enterprises and institutions, leading cadres play suchimportant roles as decision-making, organization, coordination, implementation in variousworks of enterprises and institutions. To build a cadre evaluation system is to carry out ageneral evaluation on leading cadre’s working performance objectively and accurately withscientific methods, reasonable standards as well as impeccable procedures, which aims atenforcing the construction of administration team comprehensively on the basis ofevaluation. Furthermore, this is also a critical measure to deepen the reform of cadrepersonnel system and propel a scientific, democratic and institutionalized construction ofwork, which is fundamental to build a cadre team full of youthful spirit, enthusiasm andmotivation, to set up and follow a scientific and accurate concept on development andpolitical achievement and to enhance the capability and quality of cadres.The Fuzzy Analytic Hierarchy Process (FAHP) is introduced into this paper to set up amodel for cadre evaluation. Through a comprehensive evaluation on cadres, a scientificand visualized evaluation result is derived so as to offer an effective method to optimizecadre management and evaluation mechanism. The standard, basis and principle ofbuilding cadre evaluation index system are clarified in this paper, and then the evaluationindex system is analyzed based on the reality. By introducing the method of FAHP into theindex system, the applicability of FAHP in cadre evaluation is proposed. Through buildingthe hierarchical model and fuzzy judgement matrix of cadre evaluation index, theevaluation result is figured out with scientific calculation. Furthermore, by making use ofJ2EE, Cadre Evaluation System of Shenyang University of Technology is designed andachieved.Cadre Evaluation System of Shenyang University of Technology has been on the teststage by now. By imitating annual cadre evaluation information, the actual working performance of cadres is evaluated from different angles, the evaluation result of which isanalyzed scientifically. After passing the test, paper evaluation model of the university is tobe replaced gradually. This software to be perfected and strengthened in the near futurewill be a powerful booster for cadre evaluation activities of different universities as well asenterprises and public institutions.
