Since the reform and opening up, with the development of democratic politics and the reform of political system in China, Citizen participation has increasingly become a hot issue of the theoretical and academic circles. The seventeenth party congress report make it clear that adhere to all power of state belongs to the people, expand orderly citizen participation in politics from various levels and fields, the most widely mobilize and organize the people to manage state and social affairs, manage economic and cultural undertakings. The depth and breadth of citizen participation has become one of the important indicators to measure the level of local governance. In reality, the level of citizen participation in local governance in China has largely improved compared with before the reform and opening up. But it is undeniable that there are still many problems. This article attempts to carry out systematic research on citizen participation in local governance in China, hope to construct system mechanism to effectively protect civil participation in local governance in an orderly manner, to promotion of local government management and raising the level of the development of democratic politics in china.This article research on the citizen participation problems from the perspective of local governance, think that the changes history of local governance is a development history of citizen participation. In this paper, the basic logic is based on the basic theory in the analysis of citizen participation in local governance, to sort out the status of this stage citizen participation in local governance, and then analyze the problems of citizen participation in local governance and explore constraints citizen participation of deepening the reason, to protect citizens’ participation in an orderly manner countermeasures.This paper topic is made up of four parts:The first part is an introduction, mainly introduces the selected topic background, research significance, the research status at home and abroad as well as the innovations and the deficiencies of this paper; The second part mainly defines the important concepts of this paper and analyzes the significance of civil participation in local governance;The third part binds to the collected documents and related survey data, summarizes the current situation of civil participation in local governance, expounds the present civil participation in local governance problems in practice from citizen participation main body, object, etc., The forth part discusses the reason which cause of the citizen participation existing problems and restrict the citizen participation development in depth. For instance: The reasons in the ecological environment of society are that the imbalance of economic development, the negative influence of traditional political culture and so on; The reasons in the organization are that non-governmental civil organizations are weak and the administrative color is strong; The reasons in the system are that the legal mechanism and system mechanism are not perfect, which protect of citizens’ orderly participation in local governance; The reasons in the citizens’ own level are that citizens’lack of the ability of political participation and political conscious; The fifth part targeted from the social level, organizational level, system level and individual level put forward to the countermeasures, which promote orderly civil participation in local governance.
