China is currently facing serious public security problems due to the fact that the whole society is undergoing a deep social transformation. New changes and conflicts have become increasingly prominent and have resulted in a considerably complicated situation of the society. Under this circumstance, the Public Security Organ is also facing new challenges in work in terms of its main responsibility for societal stability and safety. A peaceful community serves as the key point of creating a harmonious society. As one of the main instruments of controlling society, the Public Security Organ should act flexibly under various conditions in order to maintain societal stability by establishing well-functioning systems in communities, such as social administrative mechanism, emergency system and conflict-solving system, and so on. Community police service must serve for the needs of the public whole-heartedly and foster the community development significantly. It is one of the most important criteria for a modernized police service system. As a brand new police service strategy and work mode, community police service has become the core of police management. It also plays an indispensable role in the area of public administration.The Zhengzhou Public Security Bureau started its police service reform in October2010, based on the speicla social and economical characteristics of Zhengzhou, for example, as the capital city of Henan Province. Remarkable progress has been made in this reform. Public services have thoroughly reached out to the grass-root groups of people by reducing the bureaucratic system as well as empowering the work concentration to local communities. Besides, the Public Security Organ has also increased the number of police officers to800in local police stations. This has effectively improved the efficiency of conflict solving and population managing in these communities. The new system also divides local police officers into different sections. Each of them takes responsibilities for specific tasks and services. It has successfully improved the work efficiency by responding to public needs more quickly than it used to be. The reformed system has performed well over the last few years. However, some serious problems have also emerged from the real work process.By applying empirical research methods, this paper attempts to investigate the specific problems that emerged during the reform. It also utilizes some tools from the field of management to collect firsthand data and explore the case deeply. In addition, systematical analysis and comparison between different patterns of community police services in Western countries and other regions in China are also presented in this article. Based on research findings, the author discusses the specific causes for the problems that have emerged during the reform. Possible solutions are also purposed later in the article.Based on the police reform in Zhengzhou, this research examins the theory of police services in local community. Moreover, the reform practice introduced in this study also contributes to the enrichment and development of these theories. It will also provide valuable information and suggestions for the future studies in the field of local police service reform in China.
