With the emergence and becoming popular of internet technology, humansociety enters a new era--network era. The new era has not only changed thestyle of people’s life, study, work and entertainment, it also has established aconvenient way for public to convey their thoughts, take part in political,economic and social activities. It has greatly broadened the space in whichpublic opinions can be spread and taken into consideration, and further gavebirth to the culture of networks.Based on its platform openness, participant equality, high transmission speedand strong interaction, the network culture plays a positive role in theconstruction of democratic politics in China: it offers extensive space for publicopinions conveying, greatly enlarges the effect of thoughts of normal citizen inthe process of policy making; it eliminates the limitations of time ans region,intensifies social supervision and in the meanwhile, facilitate people in diverseaspects to help solve social contradictions.However, just as every coin has twosides, network culture has inevitably brought negative effects, including"network water army"(a name for internet paid posters), network violence,digital gap and so forth, which together to form a specific sign of this age.Against this background, it would be of important theoretical and practicalsignificance to research the construction of democratic politics(CDP) in anetwork culture perspective, analyze how network culture can influence CDP,both positively and negatively, and propose corresponding solutions.This paper first gives a clear definition of the concept of network cultureand democratic politics, concludes their main characteristics, and then analyzethe positive roles of network culture in four aspects: enlarging citizeninvolvement and influencing the process of government decision making,intensifying social supervision and eliminating social contradictions, while at thesame time, detailed describes its harmful effects and points out the negativeroles played by bogus information,"network water army", network violence, digital gap and culture hegemony. Finally, the paper proposes five concretemeasures to develop advanced network culture and improve the development ofdemocratic politics based on the analysis.
