The Role And Functions Of Pirmary Administration Of Quality And Technology Supervision In Production Recall Process

Recent years, product quality safety incidents have happened frequently. It isan inevitable measure to carry out the product recall management to eliminate thehazards of product defects.Nowadays, general product recall managementinvolves only motor vehicles and spare parts, children’s toys, food, medicines ect.in our country.But the most products which involving industry product producelicence catalogue supervising products and compulsory certification supervisingproducts are not included in the scope of the product recall management. It makesproduct recall management existing coverage area and responsibilities undefinedgaps.In the face of unsafe consuming condition, the foundation of product recallmanagement responsibility system stares us in the face.With the purpuse of improving the energy efficiency of product recallmanagement, the paper researched the four basic elements of product recallmanagement responsibility system,expatiated on the relationship among theseelements, and analysed the respongsibilities and functions of every elements in theproduct recall management responsibility system. The author built a responsibilitysystem model, which was with quality and technology supervision department ascore strength, and the defective production enterprises as the first responsibleperson. The system also included consumers and the facilitator of the recall. Thepaper analysised the role of primary quality supervision department in productrecall process,and pointed out that the primary quality supervision department isthe most critical supervising level in product recall process.The paper classifiedthe product recall management into four taches,which including defective productinformation find, defectiveness investigation and risk assessment,sending outrecall injunction, recall assessment and supervision.The paper described theproblems faced by the primary quality and technology supervision department in product recall management and then presents four proposals to improve theperformance of primary quality supervision departments in product recall processbased on the emergency thought. Firstly, set up dedicated teams for product recallmanagement inside enterprises and primary quality supervision departments.Secondly, establish a system for gathering information about defective products inprimary quality supervision departments. Thirdly, assign the right of investigatingdefective products directly. Fourthly, introduce a quick recall mechanism.The paper concluded that the core strength of recall management of defectiveproducts lies in the quality supervision department. During the product recallprocess, the primary quality supervision department is the most fundamental.However, it is assigned fewer rights and considered low in the product recall,which hinders the primary quality supervision departments from playing their dueroles. That the primary quality supervision departments cannot fully play theirroles in detecting defective products and investigating defective products is theweakest link in the entire product recall management responsibility system. Butthis is most crucial to improving the performance of the entire system.The paper is innovative in the use of the emergency thought to analyze theproblems faced by primary quality supervision departments in the product recallprocess. In this paper, product quality and safety issues were regarded asemergency events to be recalled and related solutions were put forward based onthe principle of emphasis on prevention and control before issues and quickresponse in case of issues.The paper is in the backdrop of the government reform and aims atimproving the performance of primary quality supervision departments in theproduct recall process. The paper also strengthened the continuity importance ofproduct recall management. Regardless of the change of the supper organization,as long as the performance of solid primary quality and technology supervisiondepartment is enhanced, the recall management system can effectively run and aproper national product recall management system is just around the corner.
