Research On Township Governments’ Public Service Ability Construction In Post Rural Taxes And Fees Period Of China

Our country puts forward the strategy to build a new socialist countryside inthe post rural taxes and fees period. Township governments, acting as the organizerand leader of the rural areas, then stepped up into the stage of history again. In the tideof building a service-oriented government, the public service ability of the townshipgovernments get most of the attention. Because they are the basis of the Chinesegovernment system and their ability represents the ability of the Chinese government.And their ability is directly linked to the vital interests of all the farmers, the stabilityand development of rural areas, as well as the realization of a harmonious society. Thepost rural taxes and fees period, has reduced the burdens of farmers on one hand, andon the other hand it has also directly reduced township governments’ fiscal revenueand greatly influenced their administrative environment. So improving townshipgovernments’ public service ability has far-reaching significance to realize theconstruction of a new socialist countryside and the transformation towards a publicservice-oriented government.This article sets public service capacity as its logical starting point. Throughstudies on the connotation and the components of government functions, andaccording to the basic functions given to the township governments by Constitution ofthe People’s Republic of China, it reasons the internal components and the extrinsicmanifestation of township governments’ public service ability. And startingrespectively from the components as human resources, financial resources,institutional resources, culture and information, it expounds the insufficientperformance of the township governments’ public service ability, and proposeseffective way to build town governments’ public service ability from each componentelements.There are four chapters in this article. The first chapter is the introduction section,it mainly introduces the background, significance and the overview of domestic andoverseas researches. The second chapter talks mainly about the definition of the posttaxes and fees period and the public service ability of township governments, and giveanalysis that the components township governments’ public service include both hard skills known as human resources, financial resources, and institutional resources andsoft skills as culture and information. The third chapter elaborates the current situationof public service in rural areas since the post rural taxes and fees period. The publicservice ability of the township governments is an important factor affecting theservice level in rural areas. The main reason for the overall low level of public servicein rural areas lies in the fact that the ability of township governments in providingpublic services is inadequate. So this chapter analyzes reasons separately from eachcomponents of the public service ability of township governments. The forth chapterproposes effective way to build township governments’ ability from its eachcomponent. For example, it gives solutions to the problems existing in the townshipgovernment system through transforming their functions and strengthening theirpublic service, ensuring the construction of their hard skills and advancing thedevelopment in their soft skills.
