In the process of administrative reform of today’s Western countries,performance management, as the successful experience of advanced enterprises, has been absorbed and learned by the government of all the countries. It has evolved into an effective tool for the government to implement the government recycling, the government reform, the government responsibility and improve government management and appraisal. Judging from the current situation, the Western countries led by Britain and the United States have accumulated more experience and have made some achievements in the practice of performance management. They also have formed a more mature system of theories and methods.As the economic globalization’s acceleration, marketization and the development of democracy, the world pattern change at the same time, governments facing great pressure and challenges. Improve performance, is public management pursue one of the goals of basic. In practice, the government and other public sector"management invalid"or "management inefficient" phenomenon is often become the main topic public complain that the government’s ability and efficiency is often used as a people suspected of attacking object. The government performance management pursue customer oriented and performance as the goal, the social satisfaction for the standard, is the government performance evaluation and improvement, enhance the government efficiency, improve the social development of a kind of important management tools, modern public management is an important task, are generally in western countries are concerned.Since the reform and opening up, China’s government in the process of deepening the reform of the administrative system, has paid attention to change ideas, transform functions, adjust organizational structure and conduct behaviors, and also has started to apply the advanced management mechanisms, management techniques and tools to improve the effectiveness of the Government. Compared with the developed countries, China’s government performance management started late and didn’t have enough standardization, some of the problems and difficulties still need to crack. On the basis of elaborating a comprehensive performance management and summing up the successful experience of developed countries, combined with our own specific national conditions, this paper analyzes and discusses the problems and solutions of China’s Government Performance management.This paper is divided into six chapters. The first chapter from the selected topic background and the significance, domestic, research status, research methods, key, difficulty and innovation has introduced the basic situation of government performance management:The second chapter has definedperformance, performance management and related conceptions,introduces the connotation of government performance management, system construction and value orientation of government performance management;The third chapter status the existing main problems were analyzed, with the performance of our country government reform, government performance management has been paid more and more attention, especially the scientific outlook on development put forward, to our country government performance management has put forward higher requirements;The fourth chapter put a research on the government performance specific implementation practice of the United Kingdom,the United States and the inspiration to Chinese government performance management;The fifth chapter puts forward some counter-measures in order toprovide a reference for Chinese government performance management to reach anew level.
