E-government is an important part of the concept of good governance.The promotion of the participation of citizen is also an integral value dimension of China’s e-government development stage. At present, citizen participation in e-government is showing a trend of diversification and standardization in western developed countries. The practical value of citizen participation mainly reflects in two aspects:First, it helps to enhance the supervision of governmental from the citizens and protects the citizens’ right of access to public services; second, it’s favorable to improve the efficiency of public decision-making. From the realistic point of view of economic and social development in China, the promotion of citizen participation has profound value of the times. Its far-reaching significance is that citizen participation in e-government provides citizens with the possibilities of large-scale and high-degreed participation in national politics. The openness of government information enhances the degree of democracy and transparency of government administration greatly. The e-government based on citizen participation provides citizens with more rights, helps to strengthen the effectiveness of public policy, and improves the credibility of the government to bring a deeper level of democracy. The establishment of an e-government based on citizen participation favors the development of democratic politics in China as well as the construction of service-oriented administration.This article studies e-government development in China from the perspective of citizen participation, discusses and analyzes the plight of our country e-government affairs, that provides some inspired suggestions and related policies for the paths of our country e-government future development. This paper first discusses the connotation of the e-government, research status of domestic and foreign participation in e-government, research background, and related theory on government innovation, all this resources provide profound theoretical basis for this study. The third chapter learns the foreign advanced experience of the development of the e-government affairs through analyzing the domestic and foreign e-government affairs citizens to participate in comparative analysis, reflects the certain gap of e-government citizen participation in our development; The fourth chapter makes analysis of our own e-government development status on the perspective of citizens and government. On the basement of the enlightenments of foreign experience,the chapter points out the lack of mechanism of citizen participation; The fifth chapter learns from foreign experience as well as combines with actual situation in China, then puts forward the corresponding development strategy to perfect public participation in e-government, at the same time we should also be constantly enrich our e-government related content, in particular, the government budget should be included in our e-government system to improve the enthusiasm of citizen participation so as to promote the development of China’s e-government. As a result, we can make democratic decision-making more scientific, realize democracy, and build service-oriented government in China.However, at the same time there are some obstacles and deficiencies in the process of writing. In particular, the enrichment and expansion of citizen participation in e-government as well as getting the openness of budget information included in the e-government systems need to consider the actual situation of economic and social development all over the country. The measure has yet to be proved and improved in the course of practice in the future. In addition, with the academic background of e-commerce in undergraduate education and administrative management in postgraduate study helps me to lay a certain theoretical basis for this essay, but there are some difficulties in first-hand data collection, the thinking and summarizing of problems may not comprehensive enough. The research for this topic is worthy of further discussion and improvement in follow-up study and work due to all the deficiencies above.
