The Township government is the most basic organization form of state power and the foundation of our society; it builds a bridge connecting both the Central Government and the fanners and plays an important part in organizing rural economic construction. With the deepening of reform and opening and the establishment of socialist market economy, urbanization, modernization and information technology have exerted a strong influence on the rural areas, presenting an austere challenge to the township construction. The Sixteenth Plenary Session of the Fifth CPC Central Committee has brought up the idea of "production and development, affluent life, rural civilization, clean and tidy village and democratic management" to help build new socialist countryside, followed which is the abolishment of agricultural tax, liberating the farmers from the heavy Rural Taxation. Therefore, the role the Township government played has changed:from urging Rural Taxation to providing public services, meanwhile, the funding of township government operation is greatly reduced while more services are provided. Under this situation, problems like how to define the functions of the township government, how to improve the efficiency of it and so on should be taken into serious consideration.This paper takes Yujing Town of Lintao County as an example, exploring the operating system of the township government. The paper consists of four parts:the first part is a brief introduction to the township government in China and the relevant theories; the second part introduces the structure of Yujing Township Government, raising and analyzing the problems during its operating. The third part explores the reasons which preventing the working of the township regime from five aspects, namely, the township regime structure, the tax-sharing fiscal system, and rural tax reform and so on. The fourth part proposes the according advice from three aspects:the power of the township regime, institution reform and financial system. This paper has made a bold theoretic exploration in how to position the township regime, which may touch on the legal basis of state power system, however, this attempt will provide a new way of thinking in strengthening township government power and improving the operating efficiency of the township regime. The advice and opinions proposed in the paper can also be directly applied to the construction of the township government in Gansu Province; thus providing alternative ways for solving the problems appeared in the state power construction in Gansu Province. |
