From the20th century, the whole world changed rapidly in both politics and economy area, the first was the end of the cold war and the following was the disappearance of the two main parts in the international society. By the changes of inner and outer environment, the relationship of two Asian neighbors-China and Japan was occurred a series of changes at the moment. As it is known to all, Japan is not only the oldest neighboring country but only the most important country to China. After the onset of20th century, Japan has exchanged their cabinet fifteen times within the period of more than twenty years, containing the outgoing Naoto Kan in august of2011.Not only is this factor shocking for Japan itself but it is also unusual within majority of the MEDC (More Economically Developed Countries).With the frequent changes of regime, a series of Japanese diplomatic policy was changed, including the policy that is toward China as the values and political positions of the leader, political needs of the domestic interest groups and conservative forces, even the push role of the public opinions, and there was a greater volatility in the relationship between china and Japan.The significance of this paper focused on the unusual fact that Japan had exchanged their cabinet fifteen times within the period of more than twenty years, after the onset of20th century. To study Japan’s policy and regime change toward China according to the adjustment of the Japanese Cabinet’s political and historical background, and this made an impact on the formation and implement of policy toward China.China and Japan are close neighbors, what is more, they are the most influential nations in Asia. The situation between China-Japan relations has a significant effect on Asian even global, prosperity and stability. After the Cold War, the adjustment of the Japanese Cabinet is the main motivation for its diplomatic policy on China. We must pay enough attention to this reason. It will promote me to get the further understanding of the Japan, and it is also very important for our Chinese to sum up the relationship with Japan in the future, but it also has an important practical significance to the lasting, healthy and stable development of China-Japan relations and ensure our safety.
