The advent of nuclear weapons ended the World War II and forever changed the nature of the war. Under the Cold War with US-Soviet confrontation,after serious debates within the Truman administration, the United States finally proposed international control of atomic energy to bind other countries to develop and possess nuclear weapons and to maintain the U.S. nuclear monopoly. However, the tensions between the United States and the Soviet Union in the cold war and the mutual suspicion and fear lead to the final bankruptcy of International Control of Atomic Energy policy.As the rise of the nuclear security dilemma, as well as the worldwide campaign against nuclear weapons, Eisenhower administration abandoned the original strict policy of confidentiality and limitations of nuclear technology. Therefore, the proposal of atom for peace not for war, disarmament negotiations with the Soviet Union, mainly are the effects of US nuclear policy within the Eisenhower administration.Radioactive fallout accidents and the Soviet Union’s offensive dipomacy are the factors that change US nuclear policy within Eisenhower’s second presidency.US began the nuclear test ban negotiations with the Soviet Union. The U-2plane incident led to the rupture of the negotiations. The United States seek to build NATO as the ourth branchof the nuclear forces in response to the unrestricted proliferation of nuclear weapons and the fourth nuclear country problem to finally maintain the U.S. nuclear superiority and nuclear monopoly.The early cold war, although the United States tried to to control the growing out of control arms race with positive and practical attitude,however, the nuclear security dilemma in the anarchic system and the suspicion and fear between US and Soviet, make the negotiation difficult and less effective.
