On December11,2008, the sixty-third session of the United Nations GeneralAssembly adopted the sixty-seventh meeting of“United Nations Convention on Contractsfor the International Carriage of Goods Wholly or Partly by sea”, and on September23,2009, in Holland, Rotterdam held a signing ceremony, the Convention was named theRotterdam Rules. This new Convention has made many significant changes on the shippersystem. The previous three effective international maritime conventions can be said to thecarrier as the center. They paid more attention on the carrier ’s obligation and liability.However, the Rotterdam Rules has changed the situation. The shipper has invested a lot ofenthusiasm and energy and has been paid enough attention. The Rotterdam Rules changesthe shipper’s definition, introduces the documentary shipper, the shipper’s rights andobligations were compared respectively detailed provisions.This thesis will start from the shipper, compare the Rotterdam Rules with previousthree convention, analysis of the advantages and disadvantages of shipper system in theRotterdam Rules and finally based on our country shipping practice trying to make somesuggestions on the amendment of the Maritime Law. The full text is divided into preface,text and conclusion of three parts.
