The neighboring relations system has a long history, early in the roman times. It plays a very important role in disputes between neighboring relations. With the civil law on inheritance and development of Roman law, the civil code provides that the neighboring relations system in various countries. With the rapid development of Industry and Economics, the scope of the neighboring relations is expanding. With the Urbanization continues to accelerate, population continues to surge, a large number of buildings erected, increasing number of disputes arising between the building. In this context, building neighboring relationship system is formulated.In our country, the economy continues to rapid development. Number of buildings in urban and rural areas continues to surge, building neighboring relations disputes will be more and more. But the rules are imperfect in the "Civil Law"、"Civil Law of Judicial interpretation" and "Property Law" on our country, building neighboring relations disputes can not be a better solution. But legislation lags behind, building neighboring relationship system between the legal systems to establish and perfect is no comprehensive solution. In view of this, this paper use the methods of the case analysis, comparison and historical, by research of the building neighboring relationship system, which provides a theoretical basis for formulate building neighboring relationship system. And there have a lot of building neighboring relations disputes in the practice, how to solve that give some good advice.The article is divided into five parts, the first part is mainly analyzes about building neighboring relationship system of the basic questions and types. The second part is mainly analyzes from the perspective of foreign legislation, and analyzes the legislation of the France, Germany, Japan and Roman about building neighboring relationship system. The third and fourth part is to compare and introduce current legislation situation about building neighboring relationship system, come to the defect, thus improve building neighboring relationship system in our country. The fifth part mainly analyzes from Procedural Law of view, points out that building neighboring relationship dispute resolution has defect, and put forward to sound advice.
