| Administrative monopoly is an expression of monopoly, At present,it can be found plentiful in our economic society, it seriously hinders the healthy development of economy in our country, for what is administrative monopoly, the thoughts of academia and schools,are not unified.although the concept are not the same, but the nature of the administrative monopoly does not change.The nature of the administrative monopoly is the behavior which is the essence of the government and its subordinate departments abuse administrative power limit,repel the competition.Its goal is to get huge illegal benefits.for the regulation of administrative monopoly,our country also have issued a lot of laws and regulations before and after reform and open policy,especially in recent years,China’s economic constitution of "antitrust law" has enacted,also achieve a qualitative leap,it plays a very important role in the regulation of administrative monopoly.This paper elaborates in detail on administrative monopoly and how to regulate it from five aspects:the first stage is mainly to the overview on the administrative monopoly,through the examples to illustrate the definition of scholars about the administrative monopoly,comprehensiving the scholars’ consistent opinion,summing up my point of view, and through the preliminary understanding about the theoretical meaning,concluding the four essential features of the administrative monopoly.the second phase is the introductions about the expression,causes and harm of administrative monopoly.through this type of progressive introduction,making the readers be clear at a glance, and to realize the necessity of this regulation.The third stage is to introduce how the administrative monopoly regulates in the U.S.and Russia, and points out that it have a certain significance for China.
