Research Of Local Government Functions Under The Perspective Of Civil Society In China

On the background of the reform and opening up, market economy and glo balization, our local government is required to reform and the key is to transfor-mation its functions. However, due to some historical reasons like traditional ad-ministrative culture, the transformation seems more difficult. In the past few yea-rs, both international and the rising domestic NGO have made influence in Chin a, more and more people pay attention to these civil society organizations, which is an indispensable part of Chinese historical development. Therefore, researchin g the change in the functions of local government under the civil society perspective has inspiration, which has certain theoretical signific-ance and practical significance of social development.This thesis use a logical method--Put forward the question--analysis the pro-blem--solve the problem. Through historical survey and analysis the current situat e-ion of Chinese local government functions, the causing problems are found. It proposes countermeasures to solve this problem under the perspective of civil so ciety,Firstly, starting from combining the Western civil society theory with China’ s national conditions, this thesis comes up with the Chinese characteristics of ci-vil society and explores that how local governments should be in civil society a-nd what are the relationships between transformation in functions of local gover-nment and civil society, Which is followed by historical review and current stat-us analysis of the development of China’s civil society and local transformations of government functions. Secondly, this thesis put forward two problems:absence and offside are still serious, the transformation in social management function is far behind in economic management function. The emergence of these two issues, on the perspective of civil society, is caused by five aspects which including the lack of civic awareness, interaction and cooperation and the lack of citizen parti-cipation. So we have to make efforts on cultivating civic awareness, developing civil society organizations positively, strengthening the interaction of government and society, and improving relevant laws and regulations.
