The Study On The Construction Of Township Cadre Team

In order to strengthen the new socialist rural township organization construction; to cultivate knowledgeable rural cadres;to train reserved talents in Party and government cadres with firm ideal faith and devotion who have deep affection for people;and to construct the new socialist countryside and to provide the talents and guarantee the organization so as to realize the great goal of the comprehensive construction of well-off society, the central government decides to carry out the work about how to achieve a better township cadres team construction around the country. As an important decision on implementation of the scientific outlook on development, the implementation plan of town leaders construction is the important way to solve the three problems about countryside, agriculture and farmers, and the specific content of strengthening the rural cadres construction, besides, it also opens a new channel to ease the pressure of shortage in cadres at the grassroots level and holds vital significance. After more than ten years’ development, every towns make the related local township cadre management mechanism according to the local actual condition, and has made remarkable achievement in the process of implementing:to optimize the village cadres structure, to promote the rural grassroots democratic political construction, to greatly enrich the rural material civilization and spirit civilization, and exercise the villages and towns of the cadres working practice ability. As the implementation of the town leaders construction, every town accumulated rich experience in hiring mechanism, management system and mechanism, cultural construction, venture funds construction.The author takes the Yulin town of Chaoyang in Liaoning Province as the example, and conducted empirical studies on the cadre team construction in Yulin’s government in the new rural township construction from the angle of administrative management. The paper is divided into four parts:the first part is the introduction, respectively introducing the background of topic selection, significance and research status and theoretical basis, etc;The second part describes the significance of our country villages and towns cadres construction and its main methods in recent years;The third part elaborates the existing main problems of cadres in the Yulin town, and analyzes the reasons of impacting its leaders construction;The fourth part is the focus of this paper, basing the theory on practice, the author brings up ideas and countermeasures to strengthen our country’s rural cadre team construction.
