Governmental public service outsourcing is a significant form of public service supply in today’s world. At present, the lack of institutional regulation and protection which makes institutional demand-supply unbalanced has become the main reason to restrain the development of governmental public service outsourcing.The thesis uses the institutional demand-supply theory and method to analyze both the status quo and institutional demand-supply factors of China’s governmental public service outsourcing, and then proposes the institutional structure framework of China’s governmental public service outsourcing.The thesis points out that there are both performance and problems in the development of China’s governmental public service outsourcing. Constitutional order, science, technology and market size are the main institutional demand factors. Existing institution, institutional cost-benefit, decision-makers’ benefits, knowledge accumulation and public attitudes are the main institutional supply factors. China should build the institutional structure of governmental public service outsourcing from three aspects:constitution, basic institution and implementation mechanism, in order to further promote the reform of public service and the development of economy and society.
