The public selection of leading cadres is an important reform in the personnel system of the CCP and our government.It’s beneficial to arouse the passion of the civil servants,and to survive a new and better platform for the cadres who want to get a promotion and work betterjust as the "catfish effect".The effect of the public selection examination depends on practising the principle of "open, fair, competition, basis of merits"whether or not.Therefore,it’s very important to make sure the scorers,who decides which one can pass the written exam and get into the next step of interview and get the finally victory.If we want to select the right men to be higher leading cadres,we must ensure the scorers give the right examination results according to the factors and insist the same standard in the whole process of paper marking moderately.This paper suggests several reform measures to strongthen the scorers and improve the operation status of the publicly-elected exam,such as strengthening system construction, job enrichment of the scorers,total management on the theory of Management Science and Examination.In addition,this paper puts forward some new points of view on the development stage of the publicly-elected exam and the test emphases for the cadres in the different levels.
