Study On Industrial And Commercial Administration Functions Of Luoyang City Under Network Condition

Industrial and commercial administration is a historical category and the product of economy and society developing to certain stage. With the establishment of perfection of socialist market economy, industrial and commercial administration departments have gradually developed to market supervision and administrative law enforcement departments from national economic management departments. Functions of industrial and commercial administration have been shifted to "market management" under market economy conditions from "market establishment" under planned economy system. According to Rules on Setting up Organizations and Staffing for Main Duties of State Administration for Industry and Commerce, functions of industrial and commercial administration departments are oriented to: market subject access and supervision, market order maintenance, protection of consumer rights and interests, trademark intellectual property protection and advertisement supervision, prohibition of pyramid selling and standardization of direct sale. As city-level first-class industrial and commercial administration department, functions of Luoyang Industrial and Commercial Bureau are oriented to the above "five functions".With the progress in information technology and development of network economy, market economy has entered network times. New market subjects, new transaction behaviors as well as huge influence of network opinions exert huge influences on industrial and commercial administration accompanying with ever-changing information technology, thus leading to problems such as exceeding authority, omission and mismatch etc. during performance of industrial and commercial administration functions in Luoyang. Therefore, in order to better exercise industrial and commercial administration functions by Luoyang Industrial and Commercial Bureau under network conditions, it is required to optimize and adjust the functions.According to such logic sequence, this paper investigates and analyzes problems caused during performance of industrial and commercial administration functions in Luoyang, and analyzes the causes on the theoretical basis of administrative function theory. In addition, this paper puts forward policy suggestions on optimizing industrial and commercial administration functions in Luoyang:first, reduce market threshold, relax market access and actively guide development of burgeoning industries; second, strive to develop e-government affairs and supply personalized services for the public; third, build a communication platform between industrial and commercial departments and the public and enhance rational intervention in network opinions.
