Huaxian Jin He Metro New Rural Community Construction Pattern

Construction of new rural communities is a major decision made by the CPC Central Committee and State Council in the new situation for coordinating development of urban and rural. It is a strategic act for benefit of hundreds of millions of farmers and the country’s long-term stability. On January10,2011, the Secretary of the CPC Henan Provincial Committee Zhangong Lu inspected the Jin-he-yuan Community of Huaxian. He pointed out that Henan Province should continue taking the road of scientific development with "san-hua" coordination, without the expense of agriculture, food, energy and environment. We must take the new-type urbanization as a lead, take the construction of new community as a combination of urban and rural. The construction of Jin-he-yuan Community is a useful exploration in this regard. Zhangong Lu was informed of that, through the circulation of agricultural land, agricultural production had implemented of company operation and enterprise management,which improved the scale benefit and saved2575mu of land for construction. Farmers are now freed from the traditional agricultural production. They can engage in a variety of industries. The income has been greatly improved. They had realized their dream of living in the city. Therefore, the "Jin-he-yuan" was renamed "Jin-he-xin-cheng" by Secretary Lu.Through the governance theory, this article undertakes preliminary analysis on the domestic and foreign rural community development mode. Basing on investigate and survey of "Jin-he-xin-cheng", the writer studies the experience and problems of new rural community construction, especially the new features and innovations.Mainly through "two integration"(the integration of land, the integration of land village) and "three zone"(agricultural park, industrial park rural community), The Jin-he-xin-cheng effectively find an outlet for problems of "agriculture-countryside-farmer farming"(low agriculture benefit, backward rural areas, slow income Revenue growth). Speeding the "three change" up basically solves the problems of "where the money comes from, where the farmers go,What’s to be done about livelihood, how to protect the food" in the process of new rural community construction. It leads the peasants to create a new life in the process of industrialization, urbanization and agricultural modernization. Through the experience and present situation of Jin-he-xin-cheng, the writer hopes the new experience popularized in Henan province and other areas in the construction of new rural community.
