Within the context of economic globalization, the scale of China’s trade is becoming larger and larger, and the comprehensive national strength of China is growing better and better. At the same time, accusations of the RMB exchange rate are rapidly followed. Western countries, especially the United States, claimed that the RMB exchange rate has been manipulated, the RMB exchange breach the relevant provisions of the IMF. The western countries want to force China to improve the RMB exchange rate substantially. On the one hand, the pressure of the RMB appreciation is becoming larger; on the other hand, domestic scholars have not reached the consensus on the issue of the RMB exchange rate. In this context, this article views allegations about the RMB exchange rate. On the basis of seriously study the IMF Agreement and other relevant international treaties, the article makes the legal responses and gives the China’s Countermeasures.The article is divided into four parts. The first section briefly introduces the exchange rate and the historical evolution of the RMB exchange rate. The second part describes and analyzes the status and causes of disputes about the RMB exchange rate. On the basis of seriously study the IMF Agreement and other relevant international treaties, the third section makes the research about whether the RMB exchange rate is manipulated or not, the conclusion is that the RMB exchange rate is not manipulated. In the last parts, the article raises the solutions of the RMB exchange rate. The allegations of the RMB exchange rate cannot be established, but we cannot relax our vigilance, in the contrast, we should adopt comprehensive measures to create space for China’s peaceful rise.
