Problems And Countermeasures Of Government’s Function Transformation In Town X

Premier Jiabao Wen once pointed out that the core of the reform of the township institutions is the transformation of government functions. As the most basic political power, the township government lies in the first line of the rural work and has a direct, extensive and close contact with the farmers. Thus it is the foothold of The Party and State in various rural jobs.With rural China entered the latter agricultural tax era, the functions of township government has not fully met the needs of the development of the situation.So we must change its functions accurately and enhance its public service effectiveness. From the perspective of a township government cadres in X Town,this paper analyses the government agencies and functions in the current situation.After exploring five aspects including the administrative, financial, personnel, assessment and maintenance of stability in the transformation of government functions,it proposes several policy recommendations to promote the transformation of government functions.This paper is divided into four parts. The first part is the introduction, mainly expounding on the significance of the topic, summary of the related research, the structure of the paper contents, research tools and methods.The second part gives a brief introduction of the basic situation of X Town and its organization setting status. The third part summarizes the problems and causes of the change in the functions from the five aspects of administrative, financial, personnel, assessment, maintenance of stability by describing the current situation of the X town government functions.And the fourth part proposes several strategic suggestions to advance the transformation of X Town government’s functions on the basis of the full text.As X Town is one of the most common type of agricultural townships in northern Henan,we conduct special studies for the transformation of the government functions,and amendment to improve the general theory of transformation of government functions.Here we hope to provide some new reference for the township government reform.
