The current international situation is more changeable, the international crisis getto be common occurrences, which not only have a great influence on the nationalinterest, but also treated to the region and international system.A peaceful and stable surrounding environment is essential external factors forChina rising. But in terms of China’s external security environment, there remainmany uncertainties and pitfalls, The North Korean nuclear crisis, territorialsovereignty and maritime rights and interests of relevant countries, ethnic separatism,terrorism are all major regions or hot issues.With the increase of our country’s position in the international community andthe role influence of increases in the international system, facing the growing trend ofregional or international crises. There will be more and more challenge to China’snational interests. I chose the Dial Islands collision in2010asa case, trying to Glimpse the new features of Japan’s crisis management in theDemocratic regime and research the relation of Japan’s crisis management and itsexternal strategy.In this paper, using the method of combining theory and practice, through the analysis of the case, examine common personality and attempt to summarize thechange in strategy of the Democratic Party of Japan regime, In addition to theintroduction and conclusion, this paper is divided into four parts: the first chapter,described the basic theory of crisis management focus to clarify the relevant concepts,and based on the theme of the article, the key concept of the "crisis","crisismanagement" made in line with objective definition of DiscriminationChapter II is case studies, introduce the general crisis of the post-Cold WarSino-Japanese, then elaborated the Sino-Japanese diplomatic crisis by the fishing boatcollision, described different stages of development of the entire event with anintuitive presentation. The article says that the crisis decision-making is a direct, short-termbehavior, in particular, specific events in Japan’s foreign policy decisions, seeminglyfragmented and isolated.but behind it has a consistent and final strategic guidance,which can be described as the uniqueness of Japanese diplomacy.The conclusion is researching benefit from Japan’s crisis management practice, the importance of the bilateral crisis management mechanism, and briefly discussesthe feasibility of implementing the bilateral crisis management mechanism.
