Power Expansion Of Subdistrict Office: Study On The Reform Of Subdistrict Oiffce Management System Of Honggang Region Of Daqing City

Subdistrict office is the most basic government agency of China, where theParty Committees and governments contact with broad masses of the people. Aseries of policies and guidelines from The Party and the government willeventually need to carry out in the appeals from urban residents and all walks oflife must first be resolved in the subdistrict offices. As it were, the management isdirectly related to whether the interests of the broad masses of people are met,various sort of work put into practice, and related to the image of our Party andgovernment. Due to various limiting factors from the history and reality, streetwork faces some special difficulties, mainly about the imbalance between bearingheavier tasks and having little authority of office and personal effects. In thisbackground, we discuss the reform management system----“power expansion ofsubdistrict office” of Honggang region in this paper.This thesis made up of four parts. The first part, we reviewed the progresssabout the reform of the subdistrict offices management system. In second part, weelaborate concepts and theories involved in the reform of the subdistrict officesmanagement system, and introduce the related reform of Honggang region ofDaqing City. In this part, we summary the general situation of the subdistrictoffices and the background and measures of the reform. Honggang District hasmade the streets’ functions clear, re-organized institutional settings of streets,clarified the terms of reference of the work, and perfected related work systemand assessment mechanism of the street works. The third section summarizes theeffectiveness in Honggang region after the promotion of the reform of“Strengthening subdistrict and expanding power”.Subdistricteconomy has beenrapid development, the allocation of resources has been optimized, administrativecosts have been reduced, work efficiency has been improved and the levelsubdistrict service and management has been improved. The same time, the inadequacies of the street since the reform have been analyzed. In the fourth part,combined with measures and experience of the other parts of the city streetmanagement system, aimed at Honggang region streets reform issues,recommendations to further improve the the Honggang subdistrict managementsystem have been suggested. First, establish and improve the coordinationmechanism. The coordination mechanism of interests and communicationbetween the subdistrict and the functional departments should be improved, so asto the coordination mechanism with other departments. The second is tostrengthen the team building at the grass-roots level to improve the quality of staff.Third, be sure of street self-development. Forth, transform zone and directdepartment functions, adapt further to the need of the subdistricts’ reform anddevelopment. The reform of subdistrict management system--“Strengtheningsubdistrict and expanding power” in Honggang Region is useful to explore thereform of streets’ administrative system.Despite the difficulties and deficiencies, it is believed that with furtherreform of subdistrict offices administrative system, the managment system willadapt to local economic and social development.
