The effective supply of public goods in agricultural and pastoral areas isdirectly related to the life and production quality of farmers and herdsmen, andaffects the sustainable development of the economy in the rural areas and thesociety at large. The urban-rural divide of public goods supply in Inner MongoliaAutonomous Region is increasingly widening in recent years. In this sense, it ishas both theoretical and realistic significance to discuss about the innovation inpublic goods supply. The current public goods supply pattern in China is mainlyadministrative monocentric, which could not accommodate the various changesin the period of economic transition. With the rapid development of rural areas,the demand of public goods by farmers and herdsmen is on the great increase. Inface of the demand-supply contradiction, it is necessary to come up with newpolicies to cope with the situation in the public goods supply in the agriculturaland pastoral areas. By applying the method of systematic analysis, this thesistakes the supply of basic public goods such as education, healthcare, and socialinsurance in the agricultural and pastoral areas of Inner Mongolia AutonomousRegion in recent years as subject matters under study to analyze thesupply-demand situation and problems existing in this field. We can find out thatthere is a big gap in public goods supply between urban and pastoral areas due tothe historical and geographical factors, which is exhibited by the serious shortage,structural imbalance and low efficiency of the public goods supply in theagricultural and pastoral areas. The problems of public goods supply has affectedthe national harmony and placed restrictions on the economic development of theagricultural and pastoral areas as well as the living standard of the farmers andherdsmen living there. Therefore, the effective supply of public goods hasbecome the key issue under discussion. Base on the theory of polycentricpattern in public goods supply in the western world, this thesis analyze theexisting problems in public goods supply in agricultural and pastoral areas in theInner Mongolia Autonomous Region. Meanwhile, the author puts forward somesuggestions on the institutional problems concerning the monocentric pattern ofthe public goods supply. At present, the establishment of the polycentric patternof public goods supply can help to solve the existing problems. The polycentricpattern, which has its own advantages, can be applicable to the public goodssupply in other districts in China. The thesis takes the public goods supply in theagricultural and pastoral areas of Inner Mongolia Autonomous Region as subjectmatter under study due to its geographic characteristic as well as the fact that itcan represents the problems in other rural areas in China. The establishment ofthe polycentric pattern of public goods supply has great significance in publicgoods supply in both urban and rural areas and social resources integration.
