In recent years, charity scandals occurred frequently. It reflects institutional arrangement of China charity not very perfect. In this paper, we will try to describe the present situation of China charity, institutional arrangement and operational mode.We also try to explain the causes why institutional arrangement of China charity not very perfect. In addition, we predict the future of China charity.Firstly, we describe the present situation of China charity, institutional arrangement and operational mode from formal institution, informal system, and institutional settings. Now, the laws and regulations on charity are not perfect. There are four different types of charitable organizations, but only government-run charity organizations are developed. China charity is the part of the social security system, so whip-round is greatly influenced by the government. Why is there such a phenomenon?There are three reasons. Firstly, the present situation of China charity is influenced by political system. Secondly, the present situation of Chinese charity is influenced by the distribution of social resources. Finally, the present situation of China charity is influenced by the immanent contradiction of traditional culture. The formation and development of the charity system is on the institutional basis of the transition from the "Total Society" to "After-Total Society". Through in the "Total Society" and "After-Total Society", the government is the key of redistribution. It controls most of precious social resource, and stops the development of charity organizations.At the same time, we select out of the three most important kind of social resources: power, wealth and legitimacy to analysis the distribution structure of social resources between the government and the charity organizations. Compared with the charity organizations, the government has an absolute advantage. We statement the distribution structure of social resources as:The government mastered most of the power, and the charity organizations grow out of social space without government interference; the concentration of considerable wealth in the hands of government; the government has all of the legitimacy resources, and the legitimacy of the charity organization is provided by the government.The pattern of difference sequence makes the charity behavior of Chinese people which is completely different from the behavior of Western people. It weakens people’s charity intentions.Finally, we forecast the future of the China charity through the pessimism and optimism.
