Abstract:In the traditional international community, a country to maintain its survival, to seek the development relies on force, but with the development of economic globalization,"interdependent" relationship between international actors comes out, power and armed intervention is strongly condemned, peace and cooperation has becomes the consensus of the international community. Competition between the countries changes from military competition into the competition of comprehensive national strength, while soft power, an important part of the comprehensive national power, becomes an increasingly important role in the competition of the international community. It’s more and more important for china to enhance their soft power to improve China’s image, to create a "national brand", to enforce China’s comprehensive national strength. China’s economic development has been questioned in the international community. The performance of " Coming Collapse of China","China threat theory" is really common, to improve its international image, China must push forward China’s soft power construct.Then in the end how to advance the construction of of China’s soft power becomes a problem worthy of study. So the main purpose of this article is to explore ways to promote the construction of China’s external soft power on the basis of comparison.This study is based on the Social cognitivism and constructivism of international relations theory.so a country’s soft power is the result of the interaction between international actors, and the interaction including that the subject’s behavior affect the object’s cognition. Therefore, It’s really possible to improve a country’s external behavior to influence over awareness of other countries, and promote the construction of soft power.In order to explore ways to promote China’s soft power,this article will analyse the status quo of China’s soft power from the three levels.Firstly, analyse superior resources of China’s soft power construct.Advantageous resources of the construction of China’s soft power include a long history of traditional culture and mode of development with Chinese characteristics, the concept of peaceful cooperation foreign policy. But the resource advantages of construction of China’s soft power is nearly an objective reality at this stage, has not yet been fully excavated and play its due role in the construction process of China’s soft power. The construction process of China’s soft power abroad is to expand the influence of these advantages of resources to the international community through external behavior. Secondly, Compare the construction of Sino-US foreign soft power. This comparison is mainly from the external soft power tools level, including public diplomacy, foreign aid, the participation of international mechanisms and popular culture spread. Then analyse China’s foreign soft power construction challenges and the inadequacies on the comparative basis. Finally, analyse the underlying causes of China’s external soft power construction challenges and the inadequacies from China’s domestic and international situation.Conclude the construction of China’s foreign soft power advantages of resources, acknowledge inadequacies and analyse the causes. Then probe China’s external soft power construction ways and means to promote the development of China’s soft power. Ways and means is focused on playing to the advantage of resources and compensating for insufficient. The United States as a warning,china improve the ways and means of construction of its own external soft power, but should always be around the goal of China’s foreign soft power construction.
