The paper focused on the international non-governmental organizations advocating, bottom-up pushing of participatory poverty alleviation how to practice in Chinese special scene. Did this practice effectively promote our country’s poverty alleviation work? Can it realize sustainable development? Fengshan county Guangxi province is a national counties where Chinese government long-term alleviate poverty through development, which is also the place where western participatory development aid projects focus on. Based on the governance theory, participatory development theory and welfare pluralism theory, and taking PCD Sustainable Livelihoods Project in Hong Kong as main research object, which practiced successfully in Fengshan county, this paper discusses the non-governmental organizations’ participatory poverty that is a new poverty alleviation mode.The paper discusses the non-governmental organizations’ participatory poverty alleviation projects’ aim, the construction of the index system, the division of project cooperation partners’ responsibility and authority, the approval and supervision of project funds, the detection and evaluation of project and so on. From the perspective of comparing with the government, this paper describes the non-governmental organizations’ participatory poverty alleviation which has advanced concept, the unique advantages from the bottom up, and the empowerment as main content. Non-governmental organizations’ participatory poverty alleviation promote the harmony of man and nature, protecting the ecological environment, aiming to achieve the purpose for poverty alleviation through the improvement of farmers’ self-management abilities. Although at present the method of participatory poverty alleviation is not completely promoted, as a force outside the establishment, non-governmental organizations have made up the governmental poverty-strike development pattern’ flaw greatly, and have achieved remarkable results. Among them, there are two factors that promoting the circulation of regional ecological environment and enhancing the rural self-governance ability, and which the governmental poverty-strike development pattern doesn’t have. The PCD sustainable livelihoods project in Fengshan county exposed some of the issues, such as the lack of communication and collaboration between government and Non-government, micro loans facing difficulties of next development, the villagers lacking of incentive mechanism, the community members Selectively participating and not fully understood. Therefore, for government and non-government supporting the poor,it is not only important but also pressing that a few suggestions is put forward to improve non-governmental organizations’participatory poverty alleviation.Results of the research projects shown that:(1) non-governmental organizations’ participatory poverty alleviation, to the empowerment as its main content, can be better to satisfy the new changes of the poverty in the new period, which is a new and effective method, and should be promotion;(2) At present our country non-governmental organizations’participatory poverty alleviation is still in its infancy what will explore in practice continuously, which is difficult to form the community economic development power in the short term;(3) creating a good environment for non-governmental organizations’participatory poverty alleviation; Perfecting and innovating the mechanism for non-governmental organizations’participatory poverty alleviation and Cultivation of social capital in rural areas. The above is effective countermeasure to solve the problem of non-governmental organizations’participatory poverty alleviation.
