Studies On Situations’issues And Strategies Of Bringing College Students Into Urban Residents’ Basic Medical Insurance System In Henan Province

The reformation for new medical insurance system in Henan, dated from2009, brings thecollege students into the urban basic medical insurance category. Over a long period in the past,the college students had been enjoying the free medical care which, however, can’t meet theirneeds. Bringing the college students into the category of universal coverage and covering theoutpatient and hospitalization two reimbursements programs will be a great help to solve thecolleges’ medical care fee and a great practical significance to salve the college students’ seriousdisease which is also good for fair education and social welfare sharing.However, new medical system in the process of implementation has many problems. Forexample, new medical system covers two programs: College students’ outpatient treatment andhospitalization. However, other high cost programs such as CT which include the OutpatientExaminations, haven’t been covered in the New Medical system, therefore, the college student,who has no enough money and fund resources, will give up the treatment. To the college student,it will be useful for them if the government improves the new medical system in Ailmentdiagnosis and treatment and serious diseases treatment.To solve these problems, In the every link of the implementation of new medical caresystem,the government should perfect the Medical insurance fund operation and the supervisionof the appointed medical institution; The universities should improve the student ‘s awareness ofmedial insurance and propaganda and mobilize the New medical care system; University medicalinstitutions should renew their medical personnel standards of medial care and the transformationof the hospital development direction and implement the work on college students’ health check and disease prevention；The college students should enhance the awareness of disease preventionand medical care enrollment; The parents should support the universities and pay more attention totheir child’s health psychically and psychologically. The every party should make sure their rightsand responsibilities to implement the effective operation of new medical care system and at thesame time, maintain their benefit. Besides the new medical care system, the business insuranceand serious disease treatment fund is an effective supplementary of the medical care system, tomake up the insufficiency of the residents’ basic medical insurance system on the medical funds.Therefore, according to the new medical care system’s implementation in Henan Colleges,the questionnaire survey results of some college students from Henan, and the new medical careimplementation details, the thesis has found out and analyzed the problem sources affected thesystem. However, limited to the author’s research ability, the thesis’s research has somelimitations, for which the author has made some inclusions and introspection in the ending.
