Building Socialism With Chinese Characteristics Police Culture Theoretical Thinking

In today’s world, the status and role which culture mingles with economic and political has become increasingly prominent in the competition of comprehensive national strength. Cultural elements increasingly become the decisive force in economic and social development. The report of the Seventeenth National Congress of the Communist Party of China (CPC) states:"In today’s era, culture has increasingly become an important source of national cohesion and creativity, has increasingly become an important factor in competition of comprehensive national strength, the rich spiritual and cultural life has increasingly become the ardent desire of our people." The report of the sixth plenum of the17th CPC further pointed out that:"In today’s world, the status which culture interacts with economic and political in the competition of comprehensive national strength is becoming more and more prominent. The power of culture is deeply rooted in the vitality, creativity and cohesion."Construction of socialist cultural and powerful nation is the CPC Central Committee decision-making, public security organs conscientiously study and implement the soul of the sixth plenum of the17th central CPC, introduced in January this year," the implementation of the program which implementing conscientiously the spirit of the sixth plenum of the17th CPC the Party to further promote public security culture development and prosperity ". The public security organs nationwide ushered in the spring of the cultural construction and development. As a specific group of society, the public security team is actively creating the industry culture, forming its own inherent political theory, value orientation, spiritual connotation, code of conduct and management mode.Healthy culture of public security can meet the inner spiritual needs of the police, and it is far-reaching theoretical significance which strengthens and enhances combat effectiveness and cohesion, and promotes the construction of police public Relations and public security team.In this paper, there are three aspects of building socialism with Chinese characteristics Police Culture theoretical discussion. First of all, the author analyzes the urgency and necessity of building the police culture of socialism with Chinese characteristics, and carefully verifies the historical evolution of the police culture of socialism with Chinese characteristics which is divided into bud formation period, tortuous wandering period, recovery period of development and innovation boom period in four stages, grasping the context of cultural development of the socialist public security from the history and reality. From discussion, it is the building of socialist public security culture that is the required of political stability, economic development, harmonious relation and public security construction. Considering channels, funds, mechanism and so on, the author try to find out the theoretical dilemma of building the police culture of socialism with Chinese characteristics. Secondly, the author defines and discusses the theoretical connation of the police culture of socialism with Chinese characteristics, summarizing for the characteristics of it——political, diversity, normative and innovation, and sums up the five functions of it—orientation,binding, cohesion, motivation and radiation. Finally, thinking from the four perspectives of philosophy, management, economics, psychology, the author tries to find the theoretic countermeasures and paths of building police culture of socialism with Chinese characteristics. That is, first, we should adhere to the theory of socialism with Chinese characteristics, implement "people-oriented",change our thinking, and lay a solid public security and cultural construction of the foundation; second, we need to introduce the concepts and methods of scientific management, and constantly improve the management mechanism of the socialist public security and cultural construction; third, we must follow the economic principles, foster economic concepts, and strengthen the protection of public security and cultural construction material; fourth, we should make use of psychological theory to promote the sound development of the socialist public security and cultural construction, grasping this opportunity to create a good atmosphere.
