The thought of "not seek hegemony" and its foreign policy do not occur before the founding of New China, and are not yet mentioned in detail by Marx’s classical author. It is gradually formed in the process of several generations of Chinese leaders’ immersing in Chinese history and culture, studying systematically on Marxist and Leninist thought, learning to look upon the national condition correctly, acquiring the experiences and achievements from dealing with international complex disputes. After the founding, the international environment new China faced with is the two super powers, i.e. the United States and the Soviet Union, seeking for the world hegemony. The "not seek hegemony" policy of China gradually forms in the context of the United States and the Soviet Union’s seeking for hegemony. Since the founding, several generations of main leaders made an indelible contribution to the eventual formation of the "not seek hegemony" thought.The thesis firstly elaborates the germination, emergence, development and maturity of China’s "not seek hegemony" thought from the beginning of the founding to the middle of1970s. China once undergone an adverse situation of the United States and the Soviet Union’s confrontation, while Chinese leaders pursued the "not seek hegemony" policy by their own practical action, opening a good prospect. The leaders made use of the contradiction of the two powers and the contradiction between the two and other countries around the world, gradually breaking the blockade by western nations in the process of implementing the "not seek hegemony" policy, making China build a friendly relationship with the broad countries including western countries. Also the thought and policy helped China establish a deep mutual-helping friendship with the "third world" countries, and build a friendly contact with several Western European, African and Latin American countries, forming a friendly diplomatic relation. China’s "not seek hegemony" thought acquired a high praise from the world people, and gave a great promotion to resume China’s lawful seat in UN. Secondly, the thesis introduced the continuing development and new connotation of "not seek hegemony" thought in the new context of the United States and the Soviet Union’s seeking for hegemony and China’s reform and opening-up. Reform and opening-up brought China to a track of rapid development, and China’s "Enlightenment" policy helped China walk more smoothly and widely in the international world. Finally, the thesis makes a comment on the thought of "not seek hegemony", argues for the feasibility of it from the result of seeking hegemony and China’s diplomatic achievement, and sums up the rationality and the specific connotation of the thought.China’s thought of "not seek hegemony" is the crystallization of wisdom of several generations of Chinese leading group with the guidance of Marxist and Leninist theory, through their summary of the "not seek hegemony" thought and diplomatic policy under a seeking-hegemony international situation from the practical situation of China’s politics, economy, society and history. The current international situation changes unpredictably, many former foreign policies have not been suitable. However, china’s "not seek hegemony" thought should still be the long-term tenet pursued in China’s diplomatic policy.
