The document reviewing function of the reviewing policy adviser is one part of theactions to limit emperor’s power. it developed from an extra offical in Qin dynasty tospecific position which has the power of disallowance of all the advice from officials andthe decisions of emperors. Basen on historical meterials and modern academisachierements，this paper tries to research into the evolution of positions in Song Dynasty，the general pratice and result of this evolution；the common feature of the changing ofpositions，and the reasons for it. The objective of this paper is to recognize the changing ofthis system. The document reviewing function is a restrictive mechanism in monarchy，theAuthoritariam system had already determind its outcome.
