Party committee of villages and towns in China,as the core of the rural grass-roots regime’s leadership, is an indispensable bridge and link between the CPC and people. At the present stage, strengthening and designing more flexible cadres selection mechanism construction on Party committee of villages and towns can promote inner-Party democracy and the construction of basic level political power, and will be conducive to maintaining social stability in rural areas, promote the reform of political system in china.Although the township party committee changes in the mechanism of selecting and appointing cadres study has repeatedly talked about in the past, but the special research is almost none.At the same,based on our thoroughly cadre selection theory and system research, this article attempt to choose H County of Hebei Province town Party committee changes as a case study and show their success and the insufficiency about the work, which is in order to provide valuable reference about China’s basic level cadre selection and appointment mechanism reform.Research found that there forms a rich Chinese characteristics operation mechanismin in the decades of historical changes.It is a benign mechanism including system of appointment, elective system, test the system, appointment system, and every system in it has its unique role and scope of application.In H County of Hebei Province,discovery about town Party committee changes in cadre selection and appointment present that the selection mechanism of construction obtained great progress in recent years, but there also exists some problem,like relatively single means of cadre appointment, candidate for re-election defects and some old and new cadre problems difficulty to solve in the changes.Its reason is partly resulted from the Chinese traditional culture’s negative impact, a series of institutional factors and the understanding deviation.Specifically, the impact of the old tradition include the lack of democratic traditions, the weakness of democracratic sense and a strong sense of "official standard".Institutional factors include the remaining issues which are reflected in the old system (such as the pattern of interests and the personnel placement problems built upon the appointment system) and the defection on the construction of the existing system (such as black-box operation with a greater likelihood).Deviation of understanding in the practice is diverse, such as troublesome thinking, and that reform is a formalism or lack of confidence in the reform.To this, four aspects,including the selection and appointment of a standard and scope, selection and appointment mode, team selection and its process, should be taken firstly,then reform about strengthening the test and post system, carrying out the public election system and reducing the appointed system should be regarded as the core.At the same time,an open and transparent processing supervision for supporting a set of mechanism on appointment and choosing of cadre in the Party committee of villages and towns need to be established.Specifically, the test and post system is to strengthen the examination-based assessment, supplemented by the cadre recruitment system and to establish cadres qualification examination system.On the public election system,it is necessary to implement the mechanism of competition and the implementation of competitive election; on appointment system,we should try to reduce its proportion, put its focus on the non-leadership positions, pay attention to the its combination with the other system,then adjust its scope of use implement it in the cabinet departmeng, so that personnel management is out of line.The author advocates to improve the structure in the leadership team in terms of its member’s age structure, knowledging structure, expertising structure, sex structure, ethnic structure. In general, it should be carried out on the selection and appointment process with open and transparent supervision in the whole process of cadres election, including the general evaluation in the election,the democratic recommended procedures, the cadres assessment, the Standing Committee discussion and the implementation of the supervision on the general discipline.I also advocated to perform the elective system in the township party committee leadership positions, such as the appointment in the chief secretary of party, because it reflects that wheather we are democratic or not.At the same time, it should be combined with the examination.Considering the need for the introduction of talent in the party committee deputy or highly specialized positions,we can perform the complete test and post system or employment system.The reform about the mechanism of selecting and appointing cadres in the township party committee changes will be a breakthrough in the reform of township Party committee leadership, this breakthrough is fundamental to properly handle the relationship between the Party’s top-down leadership and its members or masses’ bottom-up democracy.Only change the ruling concept,shape the interaction between the inner-party democracy and non-party democracy, can we achieve a better Party’s leadership.
