Research On The Local Government Image-building In Crisis Management Of Dalian

For the local governments, crisis condition is a special administrative environment, which increases the difficulties for the achievement of government management goal and the consolidation of the government legitimacy foundation. Furthermore, the destructiveness of crisis promotes the expectations and requirements of the community for the ability of the government, resulting in considerable obstacles for the construction of good image of the governments. In the state of emergency, if the government cannot deal with the crisis timely and effectively through effective measures and realize the full integration of crisis management with the image of the government as core, the image of the government will be damaged along with the loss of legitimacy and authority of the government. For the social environment of frequent crisis in our country, how to realize bilateral ascension and perfection of government crisis management capability and government image in the crisis, is an important task for the local government of our country.Based on the local government image-building in the crisis, the government image of Dalian is investigated by municipal questionnaire method in the preparation phase of the paper. In this paper, based on fully statement of the related concepts and theories for crisis management and government image, we point out that there is interrelationship between the crisis management and local government image, and put forward a fully statement and analysis for their game relationship. Based on the data of the questionnaire, we conclude that the construction of Dalian government image in crisis has made progress in the periodical sense. Meanwhile, there are still some problems, such as lack of government image consciousness, low public transparency of crisis information, faultiness of the crisis news management system and so on, which are caused by insufficient understanding, deficiency of philosophy and faultiness of the performance evaluation system. Finally, based on fully realization of the strategic position of government image, we give a scientific orientation for the construction of image of Dalian government in crisis. Furthermore, the construction and spread of the good image of Dalian government can be realized through improving the government crisis management ability and implement measures of crisis public relations.
