Certain quantity and structure of the civil servants is country and government to fulfill its social management and public service function of human resources. Since the reform and open policy, our country to streamline the agency and staffing many times, but never go out of "lean-inflation-to streamline--or inflation" of the vicious circle, and in a certain range ChaoBian, existing staff shortage, poor mix, and personnel structure is reasonable wait for a phenomenon. These phenomena appear, all with the establishment of the civil service management link there are various problems. At present, our country is in the key period of economic and social development, improve the establishment of the civil service management establish a compact, efficient and service government and promote economic and social development. This article through to the personnel management theory of correlation analytic, analyses the establishment of the civil service management status and foreign experiences, and tries to find to perfect our country the establishment of the civil service management in an effective way.This article is divided into six parts:the first part of the thesis introduces the research background and significance, both in domestic and abroad and staffing administration development, research status was put forward on the basis of this study thinking and the frame. The second part of the establishment of the civil service on the understanding of the connotation of management, on the basis of the basic link, content and principle are introduced and definitely the establishment of the civil service management of civil servants team construction, to promote the change of government’s functions of value.
